For the 14th Five-Year Plan, Ningbo proposes to make effort to build The Leading Maritime Capitals of the World, which give full play to the advantages of Ningbo international port city, with the construction of world-class strong port as a leader. Jointly promote the integrated port and shipping synergistic development of the Yangtze River Delta. Adhere to the development pattern of "double core and one strong" of Ningbo Zhoushan Port and Shanghai Port, and vigorously promote the integrated governance of the Yangtze River Delta world-class port cluster. Roll forward 300 major marine economic projects each year.

China Merchants Port intends to increase its stake in Ningbo Port by 23.07%, while COSCO Shipping Group also accounts for 15% of the shares of Shanghai Port Group. In terms of capital flow, the Yangtze River Delta port area is currently the most promising and developing segment.
